確認しますが、実際の文章はto be foundになっているんですよね？

元々の問題は選択問題でonly to be foundが選択肢にあったのでそれを当てはめた上の文はどうやって訳せばいいのかなと思って聞いたのです

only to be foundの場合は、文法的におかしくて、それが原因で日本語に訳すことも難しいです。

to be found っていうのは受動態の形になっていることはわかりますよね？
受動態は、能動態の目的語を主語の位置に持ってきて、全体の意味が変わらないように言い換えた文なんです。

能動態:彼は、真実を、発見した
He found the truth.
受動態:彼によって、真実が、発見された
The truth was found by him.

ってことは、
目的語を1つ取る動詞（SVOの文型）の場合、
受動態にすると目的語が主語の位置に動いてるはずだから、目的語はないはずです。
上の例文でもそうですよね。

今回の問題で、

only to be found that the enemy had already fled.
の部分は、
that節は普通findの目的語と解釈するものなので、受動態なのに目的語きてておかしいし、文法的に間違ってるから訳しようがないです。

目的語だから、〜を　と訳してみても
敵が既に逃げちゃったことを、気づかれた、だけだった
というふうに、日本語の助詞「〜を」の部分がおかしいってわかりますよね。
