比較級のofは後ろが複数の場合って習ったのですがなぜこの問題では後ろが単数の名詞なのにofになるのか教えてください！

問題文でmy dogと複数形になっていないので、
同じ「私の犬」を表すものとして、複数形になっていないんじゃないでしょうか？

比較級のofは後ろが複数の場合　→　このような文法規則は存在しません。
恐らく、「最上級＋of＋複数形」の間違いだと思います。
【例】
Ken is the tallest [of] the five boys(複数). ケンはその5人の少年達の中で最も背が高い。
Ken is the tallest boy [in] his class(単数). ケンは彼のクラスの中で最も背が高い少年です。
問題文の正解：
<The tail of this dog> is longer than <that of my dog>.　※比較対象：＜　＞と＜　＞ that(代名詞)=the tail
＜この犬の尻尾＞は＜私の犬の尻尾＞より長い。
