thatやwhich が何を指すとかがわからないです😖どんな感じで訳したらいいのですか？

that は同格でprogressive までで、which はideas まで、と考えると、
that のかたまりと、which のかたまりを入れ替えてもいいのでしょうか？あと、which がevidence にかかるのに、protect のままでいいのでしょうか？
