不定詞の形容詞的用法の１つのパターンです
仮に
something to write (about)
something to write on
something to write with
書くもの(こと)
と訳せますが
上から
書く内容
書く紙
書くペン
などを意識しています
前の名詞を後ろに回して
前置詞をイメージするといいですね

これは元々は
I'm looking for a piece of paper to write on (a piece of paper).
という文ですが、a piece of paperというのを繰り返して言うのはめんどくさいので、省略しています！
ちなみに
to write onでは紙のことを指していますが、to write withだと筆記具のことを指します！
