このような時のto beとは何かの構文ですか？なんなのかわからないので、教えてほしいです。

以下のような書き換えです

People say that the man is rich enough to buy a castle.
能動態
sayの目的語がthat節

↓ 受動態に書き換える
↓ that節が主語になるので、仮主語itを置く

It is said that the man is rich enough to buy a castle.
受動態

↓ that節の中の主語を、文全体の主語の位置に移して
↓ 全体を書き換える

The man is said to be rich enough to buy a castle.

that節を目的語に取る動詞
It 〜 that…の構文を取れる形容詞・分詞
に共通する書き換えです

①that節の主語を、that節の外に出してあげて
②that節のなかの動詞を、to不定詞にする
という手順です。

ただし①は、that節の外にと言っても、
文の主語の位置に出す場合
文の目的語の位置に出す場合
の2種類があって、
動詞によってどちらになるか決まっています
形容詞や受動態の場合は目的語は取れないから、必然的に主語の位置になりますが

sayはthat節しか目的語に取らないので
People say that the man is rich enough to buy a castle.
↓
People say the man to be rich enough to buy a castle.
とはできません。

でも、例えばthinkは
People think that the man is rich enough to buy a castle.
↓
People think the man to be rich enough to buy a castle.
というふうにできます。

これは動詞によって決まっているのですが、特殊なのはsayの方で、一般的にはthinkのような書き換えになります。
