ペアの上の文に、there がついてるので、場所を表す関係副詞であるwhere を入れるのが妥当だと思います。たしかに、for 5 years のところに焦点を当てるとwhenを使うのも可能ですが、その場合はおそらく上の文がthere ではなく、例えばduring the period とかになってると思います。
